Enlargement of the serial numbers indicates a very small amount of green ink for the missing "7" in the upper right serial number.

This is the same type of underinking error cataloged in US Error Note Encyclopedia 2nd Edition, by Stephen M. Sullivan — The same digit is also missing in each serial number. I don't understand the overprint process enough to explain why the same digit is affected.
