This page puts Mozilla 2002021508 in an infinite loop on load. If I use an XHTML doctype or remove the local entity declaration from the header, the bug does not manifest.

I do not know if one is allowed to define local entities in plain HTML, but certainly the browser should not go into an infinite loop.
