Money is tight, but the tanker replacement is probably a better buy than the F-35 or the F-22, and will save money in the long run.

I wonder if this proposal to delay procurement is a negotiating tactic, or if the OMB figures that by that date, the A330 would be competing against the 787, which is qualitatively superior, as opposed to the 767, which was pretty much worse in every metric.
