Vladimir Putin signing a law suspending the CFE Treaty is a direct result of US actions that are seen as bellicose, such as the extremely ill conceived idea of placing an ABM system in Poland and the Czech Republic.

It’s clearly directed at Russia, as its location makes it not particularly useful in protecting NATO members like Turkey, Greece, and Italy.
