Efficiency Feebate Apportionment Process

Step 11: True Up Mechanism

In order to get the fees and rebates to balance out to $0, a True Up Mechanism is needed. In this step, the TUM is calculated, though it will be applied in the next step. Each state's TUM is determined by multiplying the sum of all the Feebates by each state's percentage share of the Base Apportionment.
